Hurricane Florence North Carolina FEMA FEMA has approved 10,417 Individual Assistance (IA) applications and $33.24 million total for Individual and Households programs (IHP). North Carolina FEMA FEMA has so far approved over 8,800 Individual Assistance (IA) applications. Residents in an additional nine counties (Hoke, Hyde, Johnston, Lee, Moore, Pitt, Richmond, Scotland, and Wilson) are eligible for IA.
