North Carolina FEMA FEMA has so far approved over 8,800 Individual Assistance (IA) applications. Residents in an additional nine counties (Hoke, Hyde, Johnston, Lee, Moore, Pitt, Richmond, Scotland, and Wilson) are eligible for IA.
